SB  63-MUNICIPAL ANNEXATIONS AND DETACHMENTS                                                                                  
                                                                                                                                
CHAIR MORGAN announced  that the only order of  business would be                                                               
CS FOR  SENATE BILL NO.  63(STA), "An Act relating  to transition                                                               
provisions   related   to  municipal   mergers,   consolidations,                                                               
dissolutions,  reclassifications,  annexations, detachments,  and                                                               
incorporations; and  relating to  municipal property  taxation in                                                               
annexed, detached,  and newly incorporated  areas."   [Before the

CHAIR MORGAN reminded the committee  that at the prior hearing of                                                               
CSSB 63(STA) public  testimony was closed.  He noted  that he had                                                               
held the  legislation due  to a request  from a  certain industry                                                               
and  that industry  didn't  have any  questions.   Therefore,  he                                                               
asked if the committee members had any questions.                                                                               
                                                                                                                                
REPRESENTATIVE SAMUELS  posed a  situation in  which there  was a                                                               
decision  [to  incorporate,  consolidate,   et  cetera]  in  mid-                                                               
December.   In such a situation,  could the new tax  structure be                                                               
ready by January, he asked.

REPRESENTATIVE  PAUL SEATON,  Alaska  State Legislature,  pointed                                                               
out  that   all  the   processes  [leading   to  a   decision  to                                                               
incorporate, consolidate, et cetera]  take some time.  Therefore,                                                               
there is  plenty of time  to put a  structure in place,  he said.                                                               
Since  January  1st is  specified  in  statute  as the  date  for                                                               
valuation of property, it's a logical date.

REPRESENTATIVE SAMUELS moved to report HCS CSSB 63, Version 23-                                                                 
LS0489\X,  Cook,  2/11/04,  out   of  committee  with  individual                                                               
recommendations,   the  accompanying   fiscal   notes,  and   the                                                               
accompanying title  change.  There  being no objection,  HCS CSSB
63(CRA)  was  reported  from the  House  Community  and  Regional                                                               
Affairs Standing Committee.
